Ladies and Gentlemen,

 

On September 1, 2009 a law goes into effect in TX regarding the proper
folding of the Texas state flag.  Until now there has not been a statute or
preference stated for this.  While it is rare that we are called on to fold
a flag, be it a U.S. or Texas flag, we should make it our business to know
how in the event we are called upon.  Ride Captains should all be practiced
in this process.

 

Please take note that the process for folding the Texas flag is similar to
but NOT exactly the same as the U.S. flag.  In a nutshell, when holding a
U.S. flag upright, one folds the flag from the bottom to the top twice, then
taking the bottom of the flag again, holding it flat begins the triangle
folds from left to right.  The statute for folding the Texas flag calls for
essentially the same thing, but adds an extra step of flipping the flag over
onto its other face prior to making the triangle folds.  This process makes
the Lone Star partially visible when the flag is completely folded, the
desired outcome.

 

Ride Captains, please practice with each other the proper folding of the
U.S. and Texas flags for the occasions we are called upon to perform this
duty.  It has happened before and will again.  Often the two positions are
called "holder" and "folder", the folder being the individual who makes the
triangle folds.  In the folder position, make the first triangle from your
left to your right and it will come out properly at the other end every
time.

 

The statute establishing the procedure for folding the Texas flag is below

AN ACT


  

relating to protocol for folding the state flag.


  

       BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:


  

       SECTION 1.  This Act shall be known as the Rod Welsh Act, in 


  

honor of Rod Welsh, Sergeant-at-Arms of the Texas House of 


  

Representatives, who is primarily responsible for developing the 


  

method of folding the state flag of Texas established by this Act.


  

       SECTION 2.  Subchapter B, Chapter 3100, Government Code, is 


  

amended by adding Section 3100.073 to read as follows:


  

       Sec. 3100.073.  FOLDED STATE FLAG. (a)  The state flag 


  

should be folded as follows:


  

             (1)  fold the flag in half lengthwise with the red 


  

stripe facing upward;


  

             (2)  fold the flag in half lengthwise once more, 


  

concealing the red stripe on the inside of the fold;


  

             (3)  position the flag with the white star facing 


  

downward and the blue stripe facing upward;


  

             (4)  fold the corner with the white stripe to the 


  

opposite side of the flag to form a triangle;


  

             (5)  continue folding the corners over in triangles 


  

until the resulting fold produces a blue triangle with a portion of 


  

the white star visible; and


  

             (6)  secure all edges into the folds.


  

       (b)  A folded state flag should be presented or displayed 


  

with all folded edges secured and with the blue stripe and a portion 


  

of the white star visible.


  

       (c)  A folded state flag should be stored or displayed in a 


  

manner that prevents tearing or soiling of the flag.


  

       SECTION 3.  This Act takes effect September 1, 2009.
